the availability of an app on another public site - nor the fact the author name is attached to it justifies the total lack of courtesy or ethics when simply posting it elsewhere without trying to get the authors permission. (In this case a 'local' so to speak)
In this particular case the author has given the permission - so it's OK.
The fact that
1) its posted elsewhere (with or without the authors permission)
2) it has the authors name attached
3) someone already posted here
does not warrant 'what does it matter'.
I also understand that sometimes a particular author cannot be contacted - and that also some software states 'give it to anyone you want' type docs and that does change the situation somewhat.
