When to use 3.58 or 6.0 ?

I read a reasonably old tut. that said that the clock setting 6.0 MHz is the frequency that most Australian decoder smartcards operate and is the prefered setting on a programmer.
Would this still be the case ? When would you ever use 3.58 Mhz ?
