adding ppanels

I would like to know if it is possible to place user-created panels on the setup or blue panel menus. Currently is seems that ppanels stored in "/var/etc/ppanels" can only be selected from "Show installed PPanels" item in the blue panel.

Also, is it possible to use a panel to get user input from some kind of dialog box?
