Need a new box

I need a new box and was wondering if anyone could give me a bit of advice.
What I'm after is a (hopefully cheap) box with the following;

Box for Fixed dish @ 19.2°E
Network updatable OS
Don't want to use cards just emus
RF loop through
Maybe option for HDD
