You don't need a Windows version for that.
The plugin should (and many other plugins too) provide a web interface. It is possible to register an URL with the built-in webserver, and then from a PC on the network (that could run Windows or any other operating system) the user can interact with the plugin.
It can use normal web forms to input selections and other data, and that usually is much more convenient than from the remote control.
(e.g. when you would want to have a textfield to enter a user-chosen name for the satellite, it is much easier from a PC with webbrowser than from the dreambox remote).
Developers of utilities for the dreambox should consider this method instead of writing a Windows-only program, that needs to be installed on a PC.
