I hope you're not actually using Dream's software 'fix' for real, it's not actually a fix.
In fact, you can easily see what they're trying to do, by pinging your box, with the 'fix' enabled:
PING 10.9.0.10 (10.9.0.10) 56(84) bytes of data.
64 bytes from 10.9.0.10: icmp_seq=1 ttl=64 time=2.58 ms
64 bytes from 10.9.0.10: icmp_seq=1 ttl=64 time=3.15 ms (DUP!)
64 bytes from 10.9.0.10: icmp_seq=2 ttl=64 time=2.51 ms
64 bytes from 10.9.0.10: icmp_seq=2 ttl=64 time=4.29 ms (DUP!)
64 bytes from 10.9.0.10: icmp_seq=3 ttl=64 time=2.44 ms
64 bytes from 10.9.0.10: icmp_seq=3 ttl=64 time=3.00 ms (DUP!)
Indeed, an ugly 'transmit every packet twice' hack, nothing else.
Supposedly they've just implemented this to avoid having to repair thousands of 7020's...
