Sorry i don't understand your question clear, but If you are attempting to be a client with newcamd, in a CCcam server, the answer is NO!!! Only the oposite could be!!!
CCcam server -> CCcam client
Newcamd servers (newcs & cardserver) -> Newcamd, Mgcamd, CCcam clients
Camd3 servers -> Camd3, Mgcamd, CCcam clients
Radegast servers -> Radegast, Mgcamd, CCcam clients
That's the way it is .........
